Perhaps he is indeed once again the "leader of the [conservative] opposition."
It's interesting--perhaps, looking back on it, some 40 years ago, especially after Barry Goldwater's defeat and before Ronald Reagan had quite hit the big time in politics, Bill Buckley and NR were the leaders of the opposition. Back then, the editor of a magazine, who occasionally appeared on TV, could be that type of leader. But now, in today's over-the-air/online age, maybe the movement really needed, and still needs, a Limbaugh--and note that not only does his empire reach 20 million per week via talk radio, but he also has an excellent website, too.
